Debbie I. Chang, Senior Vice President

Debbie I. Chang, MPH is Senior Vice President and Executive Director of Nemours Health and Prevention Services. Ms. Chang guides the overall strategic efforts of the organization and its work in the Delaware community, represents NHPS on Nemours executive leadership teams, and steers Nemours policy and advocacy activities at the national level. Ms. Chang has 17 years of federal and state government experience in the health field and enjoys a national reputation in child health policy and programs. She has also been appointed a member of the senior associate faculty in the Department of Population, Family, and Reproductive Health at the Johns Hopkins Bloomberg School of Public Health. She was previously Deputy Secretary for Health Care Financing at the Maryland Department of Health where she oversaw Medicaid and SCHIP, the State Children’s Health Insurance Program. Ms. Chang has held several high-level positions with the federal government, including leading the national implementation of SCHIP. She is an engineering graduate of MIT and holds a master’s degree in public health from the University of Michigan.
