Search Techniques

  • Search teams will only assist in the evacuation and conduct area searches. They will not attempt to neutralize, remove, or otherwise have contact with the device. The removal or disarming of a bomb must be left to the professionals in explosive ordnance disposal.
  • If a device is located, it should not be disturbed. However, its location should be well marked without physically contacting the suspicious package/ device, and the search team’s route back to the device noted.
  • To be proficient in searching the building, search teams will consist of a Security Officer and an area occupant.
  • The Command Center will track search teams, maintain blueprints of floor diagrams and maintain a roster of all necessary telephone numbers.
  • Search Technique: The following interior room technique should be employed once a search team (two person minimum) enters a room to be searched. If no specific area has been defined, first areas to search should be those easily accessible to the public (i.e. lobbies, bathrooms, etc.).
    • DO NOT TOUCH any suspicious or out of place object. Note its location and description and report it to the Command Center by dialing 53 5555
    • If suspicious package is located; it will be cordoned off with a safe zone in every direction including the floor above and below
    • When possible search teams of no less than two people per team will be dispatched
    • Always start search from the ground and work your way to the ceiling
    • Contact the Command Center and report search status
    • Each room should be marked and sealed after search

Evacuations

  • Evacuations will take place when an explosive device is actually located or there is reasonable belief that a bomb may exist although not located by a search. The priority of an evacuation will consist of (1) the area in the immediate vicinity of the threat, if known; (2) the floor above and below the threat to remove those persons from danger as quickly as possible, and, if deemed necessary, the entire building.
    • The decision to evacuate is made by the Director of Security and the Hospital Administrator
    • The following steps should be followed during an evacuation
  • Authority to initiate an evacuation and notify local authorities will come from the Director of Security, the Administrator on call. The Command Center will utilize the public address system to notify of an evacuation and hospital landline for primary communications.
  • When an evacuation commences, predetermined routes and assembly areas are used. Evacuation team and AIDHC staff tend to their evacuation responsibilities (i.e. patient rescue, secure operating equipment, area sweeps and searches).
  • Dedicated areas of refuge/assembly should be populated.
  • Authority given to re-occupy the building will come from the Incident Chain of Command.

Handling of the Media

  • It is of paramount importance that all inquiries from the news media are directed to the Public Relations spokesperson. No one else should discuss the situation with outsiders, especially the news media. The purpose of this provision is to furnish the news media with accurate information and to see that irresponsible statements from uninformed sources do not precipitate additional bomb threat calls.

Marketing and Public Relations

It is of paramount importance that all inquiries from the news media are directed to The Public Relations spokesperson. No one else should discuss the situation with outsiders, especially the news media. The purpose of this provision is to furnish the news media with accurate information and to see that irresponsible statements from uninformed sources do not precipitate additional bomb threat calls.
