As Senior Vice President, Operations, Dr. McCloskey assists with improving our operational effectiveness, integrating new technologies to achieve efficiencies, and strategic planning and execution. With nearly 20 years of leadership roles in healthcare and mission-based organizations, Dr. McCloskey has experience in advancing operational excellence, strategic growth, and performance improvement. Dr. McCloskey is known for connecting strategy to execution and fostering collaboration among clinical, operational, and community partners to achieve lasting impact.

Most recently, he served as Executive Vice President and Chief Operating Officer of the United Way of Greater Philadelphia and Southern New Jersey, where he oversaw enterprise operations, strategic planning, and community investment initiatives totaling more than $100 million in housing, workforce development, and health equity.

Prior to that, Dr. McCloskey spent a decade with Jefferson Health, including serving as Chief Operating Officer of Jefferson Einstein Montgomery Hospital, where he led the Jefferson Einstein Montgomery market—overseeing hospital operations along with an extensive network of ambulatory sites, surgical centers, imaging facilities, primary care, and specialty care practices. In this role, he advanced major service line expansions, strengthened clinical operations, and supported quality achievements recognized nationally by Leapfrog and Healthgrades. Earlier in his career, he held leadership roles with Penn Medicine, advancing systemwide efficiency and operational integration across hospital and ambulatory networks.

Dr. McCloskey holds dual doctorates in Complex Systems Leadership and Business Administration, along with an MBA and BS in Business Management. He is a Fellow of the American College of Healthcare Executives and serves as an adjunct faculty member at Rowan and Thomas Jefferson Universities.
